How the number arrives

The budget lands in the first working week of the year, and I have learned to look at the shape of it before the size.

A number sitting alone in a cell, no note, no working, was carried forward. Somebody took last year's actuals, applied a factor, and moved on. Nothing about the market it is meant to buy has been considered. That figure will be defended all year as a decision, and it was never a decision.

A number with a sentence attached to it was argued for. Somebody sat in a room and made a case, and the sentence is what is left of the case. It also says what the money is expected to produce, which is the more useful half of the message.

A round number was not modelled. Round numbers are where a conversation lands. They can be generous, and they move, because nothing underneath them is holding them in place.

A number ending in an odd thousand went through a spreadsheet. There is a model somewhere, and an assumption inside the model that you are about to be measured against. Ask for the file.

A number that arrived after the rest of the plan had already circulated came out of somebody else's line.

The figure decides what can be bought. The form decides the next twelve months: whether the conversation is about arithmetic, about a case that has been made once and can be made again, or about a room nobody invited you into.
