Instruction down, comment up

A regional plan moves in one direction and the knowledge about the region moves in the other.

The plan goes down. Group sets the frame, the hub turns it into a calendar, the market receives dates, assets and a number. Every step downward is written in the imperative, because that is what an instruction sounds like.

What the market knows comes back up as comment. There is a field for it. A column in a tracker, a slot at the end of a call, an inbox that gets read when there is time. It is called feedback, which is the word a structure uses for information it has no obligation to act on.

Watch when that field opens. It opens after the budget is fixed.

So the person sitting in Riyadh in January, who can see that the season is running, that the terraces are full and that the busiest weeks of the year here are in front of them, has somewhere to say so. The somewhere is a text box underneath a decision that has already been taken.

They are the last person asked and the first person measured. The plan they were handed is the plan they will be held to in December, and the thing they knew in the autumn is a line in an appendix nobody opened.

I do not read this as anybody being difficult. Instruction carries status and comment does not, and a structure keeps status in the order it inherited it. The market voice arrives labelled as opinion. The plan arrives labelled as fact.

A structure is not a picture of who reports to whom. It is a decision about which direction information is allowed to be true in, and that decision is always taken by the people at the top of it.
