The canteen is a tender

The largest block of guaranteed food volume in this market is not won by a restaurant. It is awarded by a school.

The canteen. The bundled lunch that arrives as a line on the fees invoice. The snack on the bus route. The same number of children, five days a week, every week of term, paid for by the term rather than by the transaction, with no weather in it, no seasonality, and nobody deciding on the night whether they feel like eating.

Look at how it gets awarded. An invitation from the school, or from whoever operates it. A price per head, quoted to two decimal places. A menu that has to clear a nutrition policy written by somebody who will never eat in the place. A food safety file, insurance certificates, staff health cards, a site visit, a reference from another school, and a signature that lands weeks before the term does. Gulf schools go back around the end of this month, so this year was decided while the city was still empty.

Nothing in that process has an advertisement in it. No creative to approve, no photography, no offer, no audience.

Now sit in the operator's chair this month. The marketing money is pointed at parents: a sign near the gate, a lunchbox promotion, a delivery offer for the school run, a post about term starting. All of it is competing for whatever the contract did not already take.

An operator chasing term-time volume is selling into a procurement process, against a buyer who wants boring, and most kitchens here have nobody staffed for that at all.

The money pointed at parents this month is bidding for the half of the school day that is still for sale.
