Riyadh is not Dubai
From far enough away, Riyadh and Dubai are the same place. From Riyadh, they are barely the same industry.
The plan knows this, in theory. It still pilots in Dubai.
I have watched the sequence often enough to know its shape. The new line, the new creative, the new offer goes live in Dubai first, because the office is there and the agency is there and a result can be read in a fortnight. The result is good, or good enough. The deck says proven, and the Saudi launch inherits the work with a bigger budget and a translated line.
The problem is not that Dubai is small. It is that Dubai is everyone. A city of a couple of hundred nationalities, most of them passing through, buys as a sample of the world. What tests well there is what offends nobody from anywhere, which is a real quality and a saleable one. It is also, almost by definition, something that belongs to no one in particular.
Riyadh is somebody. One nationality, mostly, one language, mostly, one calendar, and households that decide together what comes into the house. A line sanded smooth enough to pass with everybody arrives there with nothing on it to hold.
So the pilot measured the wrong thing. It answered "does this travel", and the Saudi question was "does this land". Those are different questions, and the first is the easy one, which is why it is the one that gets asked.
Run it the other way and the logic holds. What lands in Riyadh will usually travel to Dubai, because a thing that is somebody's survives being borrowed. The reverse is not true, and the budget finds that out in the second market, which is the bigger one.
Pilot where the customer is somebody. Dubai will tell you whether it works on everyone, and everyone is not a customer.
